A put a bit of corn starch (baby powder, whatever) on the outside after cleaning to help it dry. Is it a good idea to put powder on the inside also?
Some of the toys get a kind of a 'sticky' feel on the outside if I don't use powder (even after cleaning).

I definitely powder the outside after each use; most toys (especially Ride Japan toys) will get a tacky, sticky feel. While this doesn't affect the inside, it will pick up dust, dirt and hair and makes it feel unpleasant in the hand. But to answer your question, when I think more about it, I wouldn't recommend powdering the inside. Here's why:
1. Powdering the inside may trap moisture
You'll need to be diligent about removing all the moisture from the inside. Powdering may pull excess moisture from the walls that wasn't removed before storage, but now that moisture's going to sit in a wet clump. If the toy is completely dry, this shouldn't be a problem, but that leads to the next point.
2. Powder interferes with water/lube
Just like you thoroughly dried it for storage, you'll need to thoroughly flush all that powder! Powder causes dryness and that isn't what you want when you use the toy. I add a few drops of water inside the toy mainly to help with the lube. But if powder were inside, I'd have to clean out the tunnel beforehand with just as much effort as I would afterward.
3. The inside shouldn't get dust/dirt/hair
The powder helps to remove all this from the outside and keeps the toy feeling smooth. The inside isn't prone to all these hazards. The lube and water you add before and during use (I'd recommend working lube down to start with a warming stick if you don't already) should keep things moving; you won't feel that same tacky/sticky feel like you would on the outside - I don't.
