Soft toy enthusiast here. I want a 2-layer sleeve that's super soft on the inside with a harder (but not hard plastic) TPE outer shell to enhance tightness. So basically the opposite of all the 2-layer sleeves for sale. I've attempted to create my own, but have never had much success.
Does this exist? If not, is it a demand issue? Maybe a technical issue?

Nothing popped up until G Project started putting out their Next Gen Artificial Skin gimmick. Works pretty much exactly how you're describing. There's a thick skin on the outside that's denser than the inside material. Makes for a soft toy that's durable, tight, and a lot easier to maintain. The only downside is that this means that tunnel length actually matters; you'll bottom out because there's essentially no give in material.
If you're in the market to try, maybe start with Puni Virgin Excite Next Gen Artificial Skin or Hon Mono MKII Next Gen Artificial Skin.
I personally have moved on quickly from the gimmick. It didn't live up to my expectations and I actually ended up preferring the inherent give in soft toys. I now prefer things like the new NPG 3 layers that have decent durability while still being real soft. The advertised point of the second layer is to make sure the internals are tighter, though I haven't particularly noticed it.
